At Bloom Trail High School — a Title I school in Chicago Heights, Illinois — 87% of CTE participants are Black and Hispanic students, yet only 37.7% of graduates enroll in postsecondary education compared to a state average of 64.9%. That 27-point gap is not a student problem. It is a systems problem. And it is solvable.
This session presents the Four-Pillar CTE Framework: a practitioner-built model connecting industry certifications, dual credit, CTSOs, and work-based learning into an integrated postsecondary pipeline. Built from zero with $366,000 in competitive Perkins V and CTEI grants, this framework produces measurable outcomes — including dual credit enrollment of 19.7%, exceeding the Illinois state average of 17.9%, and 64.8% of low-income CTE students earning postsecondary credits.
Designed for CTE administrators, district leaders, and postsecondary partners, this session provides a replicable fiscal and programmatic strategy for transforming CTE spending into postsecondary equity outcomes. Participants engage in a Four-Pillar Gap Analysis activity, small-group implementation planning, and a Perkins alignment exercise. Attendees leave with a Gap Analysis Tool, a Perkins V alignment matrix, and a 90-day implementation checklist.
